Begin by gathering contents of one standard size can chili beans, 1 cup of uncooked macaroni noodles, 1/2 cup milk, 2 tablespoons butter, 1 teaspoon garlic powder, and salt and pepper to taste. Preheat your oven to 375°F (190°C) while you prepare the dish.
